North Africa is primarily Muslim and is heavily influenced by what happens in the Muslim world. These rebel groups are growing stronger in the passing months, and the government has not been able to stop it. The citizens have had little say in Mali, there was a brief period from 1991 tot the present where the citizens have had a say in the government, the Malian government for the most part has been an authoritarian government. Civilian protest has had little effect on the government in place. The only groups that have been able to make any change are the extremist rebel groups that have taken control of the north. The Mali army is ill equipped to fight this rebel threat. Under president Amadou Toure, the government put their money and resources into fight the MNLA and had ignored the Islamic groups. This allowed the Islamic rebel groups to grow more powerful. Many of the rebels are veterans from Libyan revolution this past year, bringing expertise and powerful weapons into the fray the Captain Sanogo in 2012 promised to fight the Islamic rebels, but the ill-equipped under funded Mali army was no match for the rebel extremists and lost even more control of the North. There are people that have been victims of rebel attacks, some need medical attention, but the government is doing nothing to aid them. The penetration of government policy and laws to the local levels of government has been quite ineffective. Northern Mali is under heavy Islamic control and some parts have been known to follow Sharia law and other Islamic laws. There is a strict dress code on how women should dress. The National government has virtually no power in northern Mali. Mali is a once democratic nation under military influence. The nation is fighting strong resistance from their Mulism and Tuareg communities. Itââ¬â¢s government is losing control of the situation and has virtually lost itââ¬â¢s northern half to extremists. In humans, REM sleep is associated with dreaming. But does the platypus have an extraordinarily rich dream life? Possibly not, say the researchers: "cats, opossums, armadillos and other mammals not known for their intellectual achievements have far more REM sleep, whether calculated in hours per day or as a percentage of total sleep time, than humans." And why study sleep in the platypus anyway? After all, the platypus is an obscure and extremely primitive creature, distantly related to humans. The answer lies in that primitive state: studying the physiology of the platypus could yield clues about the life and behaviour of the very earliest mammals. The platypus belongs to a group of mammals with very ancient roots. Apart from the platypus itself, the group ? the monotremes ? includes two species of echidna, or 'spiny anteater'. All three species are confined to Australasia. Monotremes lay eggs, like birds and reptiles, but unlike all other mammals. They also have a range of other reptile-like anatomical features, features that have been lost in more 'advanced' mammals. Researchers think that monotremes have been distinct as a group for at least 80 million years, long before the dinosaurs became extinct. Monotremes have taken a cameo role in studies on the evolution of mammalian brain function. A study in 1972 suggested that the echidna Tachyglossus had no REM sleep. This was important, because it implied that REM sleep must have evolved in higher mammals. Subsequent research made this result look anomalous, as REM-like sleep phenomena have since been observed in birds and some reptiles: in which case, the echidna may have lost the capacity somewhere in its evolution. This is the conundrum that Siegel and colleagues have been investigating. First, it turns out that the term 'REM' is a misnomer: animals may show REM sleep even though their eyes don't move, and their bodies don't twitch. REM is properly defined as a characteristic pattern of activity in the brain, generated by specific neuronal pathways in the brainstem ? whether or not this activity is carried forwards into the 'higher' centres of the brain (where it is manifested as dreaming). Indeed, an account from as long ago as 1860, before REM sleep was discovered, reported that young platypus showed 'swimming' movements of their forepaws while asleep. Despite these differences, the REM sleep of the platypus and the echidna is confined to the brainstem: the forebrain shows the regular, steady patterns of neuronal activity associated with deep, dreamless sleep. This suggests that for all their REM sleep, monotremes do not dream. These findings set our understanding of the evolution of sleep on a firmer footing. It now seems that the 'core' brainstem activity manifested as REM sleep has extremely ancient roots, going back to the reptilian acnestors of mammals as well as birds. Through the aid of these two illustrations, Kettl is able to identify that although the United States government has consistently proven to be good at the delivery of the basic services like medical care, garbage collection, and management of pension schemes. It had proven to be quite incapable of handling large-scale and unexpected problems like the effects of hurricane Katrina. Kettl argues that as opposed to the standard ââ¬Å"vending machine modelâ⬠that has been proven to work just fine when it comes to handling repeated problems that might face the system such as garbage collection, the handling of disasters is seen to require concentrated public-private and multi-agency partnerships (Kettl, 2009). Kettl argues that it is increasingly becoming more and more difficult for the government to adequately meet the needs and demands of its citizens. As a result of this increasing difficulty for citizens to connect with the government so as to have their important issues addressed, there has been a general drift towards the creation of a situation whereby most of the work geared at meeting the demands for better and more services by the government has now been placed in the hands of private contractors (Kettl, 2009).à Ã

Criminological Theories A comparison Between Control Theories and Scocial control Theories of Crime - Essay Example The social control they describe is not through Laws, but through Beliefs and societal Norms. However, these norms could later evolve into Laws, ethics, Etiquettes and Customs . The Control is effected through establishing conformity and compliance to these norms. SOCIAL CONTROL THEORIES are viewed along two perspectives. The Macro social and Micro social perspectives . The Macro Social Perspective examines the Formal Control Systems which include the Legal systems, Law enforcers, lobbies which influence laws, which exercise control over the society. Micro Social Perspective, studies the INFORMAL control systems. exercised by Families, religious and educational institution and peer groups. This Informal control manifests as Bonding ,Re Integrative Shaming, Attachment, and Learning through Role Models. The control theories focus on a person's Relationship to their parents, teachers, parish priests and coaches who act as agents of socialization -.A child's Effective interaction with these agents translates into bonds with society.(Hirschi1960) Control Theories study the internalization of Moral codes and the stakes and ties in the community the individuals develops, which make them to voluntarily limit their deviant behaviour.These are Informal controls exercised by social and familial bonds. It is more a "self concept". The most influential among the Control Theories are, John Bolwlby 's Attachment Theory, Travis Hirschi's Social Bonds Theory , the Age Graded Life course Theory of Sampson and Laube and the General Theory of Crime by Gottferson and Hirschi (1999) The Control Theory of Delinquency was presented by Travis Hirsche in 1969. It emerged from the Social Disorganisation Theory (Western Criminology Review)which was slowly losing its prestige at that time. Hirschi took his cue from this theory which held that Disorganised communities generate crime as informal social controls have broken down.It was John Bowlby who first floated the emotional aspect in social control in his Attachment Theory in 1969.Hirschi synthesizes both these perspectives . Hirschi's Control Theory posits that it is not so much the Individual's personality, but his social Relationships and social bonds which determine the deviance or conformity of his Behaviour. Absence of Control exercised by those bonds left him free to weigh the profits against risk . Attachment to others make him less likely to be deviant. Both Hirschi and Bowlby stress Parental upbringing in instilling socialization. The accrual of emotional investment by parents develops Empathy in the individual , which heightens his control and help him to Desist from acts violating the conventions. .The other Control theories, The General Theory of Crime, The Age Graded Life Course Theory that followed, acknowledged the SELF concept .They explained how at a Micro perspective, Informal social bonds which are at first external, become internalized . Gottferson and Hirschi (1990) , and later,Sampson and Laube (1993)in their Age Graded Life Course Perspective said that there is a relationship of causes between the later deviant behavior and the
